The Malaysia Digital Economy Corporation (MDEC)’s Digital Talent Report 2017 had projected that the digital workforce will grow to 0.54 million by 2020. This projection is strongly supported by a number of publications such as by LinkedIn in 2019 which highlighted 5 top emerging jobs (Data Scientist, Full Stack Engineer, Test Drive Engineer, UX Engineer and Content Writer) in Malaysia. These jobs are related to digital technology. The same report also mentioned that there is an increase of demand for digital talents within the traditional sectors like Agriculture, Manufacturing and Finance in recent years. In another report published by Jobstreet (Jobs Outlook 2019), it was highlighted that there is a significant gap between demand for digital skills and the limited supply of talents in the market.
MDEC and PIKOM, the National ICT Association of Malaysia have jointly collaborated under the auspices of HRD Corp to develop the IndSF for Digital Technology. MDEC is the lead agency in driving the digital economy in Malaysia which contributes to 18.3% of the national Gross Domestic Product (GDP) in 2017. It currently has more than 4,500 MSC Status companies under its purview, and formally engages with a wide network of start-up as well as mature digital tech companies. PIKOM is the largest tech industry association in Malaysia and currently has an existing membership of over 1,000 members involved in the whole spectrum of ICT products and services which commands 80% of the total ICT trade in Malaysia.
Considering the agility and dynamic nature of the digital industry, both PIKOM and MDEC has proposed for the following Six key emerging focus areas to be developed into the Framework, to be implemented in phases, whilst allowing for flexibility to add on additional focus areas (or even delete some) over the years :
