MINISTER OF HUMAN RESOURCES HIGHLIGHTS SOLUTIONS TO THE CHALLENGES OF HUMAN CAPITAL MIGRATION IN SABAH AT HRD CORP OPEN DAY

Kota Kinabalu, 16 June 2022 — The Minister of Human Resources, Datuk Seri M. Saravanan launched a National Forum titled ‘Human Capital Migration and Its Impact on Sabah’ at an Open Day organised by Human Resource Development Corporation (HRD Corp), in the city, today.  

At the forum, the Minister highlighted the causes and impact of outward migration from Sabah and what the ministry, HRD Corp, private sector organisations and academic institutions can do to address the issue.  

Datuk Seri M. Saravanan said, “Malaysia has been recording a steady rise in its urban population for the last 50 years, going from 26.8% in 1970 to 76.8% in 2020. In 2020, around 45,900 people from Sabah migrated out of the state to pursue better economic opportunities elsewhere. The rapidly growing outward migration rate among Sabahan talents could hinder any chances of providing new employment opportunities and driving economic growth for the state.”

The Minister added that there is an urgent need to strike a balance between encouraging the migration of capable talents into the state, while creating new opportunities for and incentives for local workforce and professionals to stay.

“The Ministry is committed to working with all parties in Sabah to develop and implement policies that could attract high value investments and create new opportunities for skilled talents and knowledge workers in the state. At the same time, the ministry will continue to introduce initiatives that can help Sabahans to upskill, reskill, cross-skill and multiskill through our agency, HRD Corp. This will be complemented by program mmes implemented by the Social Security Organisation (SOCSO), Skills Development Fund Corporation (PTPK) and TalentCorp,” the Minister concluded.

The forum was moderated by Adilah Junid, Director of Legal & Government Affairs Microsoft Malaysia and featured panellists such as Benedick Bisoni, Deputy Permanent Secretary, Ministry of Industrial Development Sabah, Dato’ Dr. Lim Weng Khuan, Council Member for the Malaysian Employers Federation (MEF), Dr. Ali Qassem, Chief Executive Officer of Ali Qassem International and Wan Zulkfli Wan Setapa, Director of the Department of Labour, Sabah.

The HRD Corp National Forum series was organised in conjunction with HRD Corp Open Day, Sabah 2022, which was held on 15 to 16 June 2022 at the Sabah International Convention Centre (SICC). The two-day event featured a series of activities designed to provide updates on HRD Corp’s latest initiatives and service offerings to its trainers, training providers, and registered employers. It also served as a platform for HRD Corp to engage with members of the public to meet their training, employment and income generating needs.

Members of the public were also invited to attend the MYFutureJobs Career Fair by SOCSO at the same event, where over 1,000 jobs from 23 leading employers in East Malaysia were up for grabs through a series of open interviews.
